The City of Doniphan lists its Police Department at 573-996-7123 and publishes police-lobby hours on the official city contact page. If the report was created by Doniphan police, begin with that local custodian rather than a statewide background-check database.
The city website also exposes a Submit a Public Records Request route. Missouri’s Attorney General explains that when a record belongs to another public body, the request should go to the agency that created or retains it.
The Missouri State Highway Patrol criminal record check is a different product: it searches the state criminal-history repository by name or fingerprints. It is useful when the task is Missouri criminal history, not when you need the narrative or incident-specific police report.

The Missouri Attorney General’s law-enforcement Sunshine Law guidance notes special treatment for juvenile records, investigations whose disclosure could be jeopardized, safety-sensitive material, and records connected to pending criminal charges. If only part of a record is closed, ask the custodian whether the releasable portion can be separated rather than assuming the entire file is unavailable. A defendant seeking material in a pending prosecution may need to use the criminal-procedure route through the prosecutor rather than a general Sunshine request.
